To ensure medical insurance for everyone, the CPC Central Committee and the State Council rolled out a program to provide basic medical care to the entirenation, which was called,“Medical Insurance for All”. The program laidout a basic medical care system which willallowmedical access to citizens who found medical care too expensive before. Steps will be taken so that all people can have full coverage of basic medical care. Employees of closed or insolvent businesses or troubled businesses, undergraduates, employees inthe private sector as well as part-time employees will be coveredbythe Basic Medical Insurance for Working Urban Residents or the Basic Medical Insurance for Non-working Residents.
